In the era after World War II and before the appearance of Superman there was a lull in superhero and villain activity. Many people donned costumes and engaged in adventures mostly to alleviate the boredom of a mundane life. One such "hero" was Walter Chase, who as Acro-Bat helped found the team known as the Justice Experience.
Chase and his superhero and villain friends engaged in mostly harmless games of adventure. It was in one such adventure that an innocent woman was accidentally killed. Her husband swore revenge upon all costumed heroes and villains as the murderous Doctor Trap. His first victim was Acro-Bat, who he ambushed and brutally murdered in his own home. Chase's young daughter Cameron found his body, which would scar her for life. Cameron Chase would devote her life to policing superhumans as an officer in the Department of Extranormal Operations.
