The son of the Thanagarian inventor Paran Katar and a Cherokee Earth woman called Naomi, Katar Hol was born on Thanagar. Disgusted by Thanagar's imperial society Naomi decided to return to Earth, Paran insisted his son stayed on Thanagar. A student of history, Hol revered Thanagar's greatest hero Kalmoran, who converted the planet into one of the greatest empires in the galaxy. Despite his lofty social status Hol enlisted as an ensign in the police corps known as the Wingmen. It was during this time that Hol learned of the squalid conditions of Thanagar's Downsiders, aliens from a myriad of planets conquered by Thanagar.

Gaining the ire of Byth Rok, a corrupt Wingman commander, Hol was framed for murder and sent into exile. After returning from exile, Hol continued his advocacy of the Downsiders. Byth's crimes were eventually exposed and Hol returned to his status as a Wingman.

Fleeing to Earth, Byth was pursued by the two Wingmen, who were attached to a diplomatic mission to create better diplomatic relations after the events transpiring in the multi-alien Invasion. While on Earth the duo worked with the police assuming the identities of Hawkwoman and Hawkman.
