A public defender who became frustrated with his failures to gain justice for the weak and poor, Mark Shaw sought out a centuries-old organization of incorruptible crime fighters known as the Manhunters.
Taken to the Himalayan base of the Manhunters, Shaw was trained and given a weapon and costume to combat injustice as the Manhunter. Unknown to Shaw the Manhunters were a race of sentient robots plotting the domination of the universe, and in time his helmet mentally conditioned him to fulfill their will.
After the Manhunters' plans were exposed Shaw broke free of their influence for a while. He assumed a new identity as the Privateer, allying himself with the Justice League. In time Shaw's mental conditioning by the Manhunters dominated his nature and he assumed the identity as the criminal Star-Tsar. His former allies in the Justice League brought him to justice.
While incarcerated Shaw was assisted by a prison psychologist in reversing his mental conditioning. After assisting the Suicide Squad he was pardoned and able to redeem himself as the Manhunter.
