The son of a wealth industrialist, Wesley Dodds traveled to the Far East on the advise of a fortune teller. In the Orient he learned the languages and ways of its people and culture.

Returning to the United States he began to suffer from strange and horrible nightmares that seemed to be directing him to take action against great injustices. Unknown to Dodds, the dreams were being caused by the lord of dreams, Morpheus (Sandman IV), who had been imprisoned by the sorcerer, Roderick Burgess.

Inspired by the strange-helmeted lord of dreams, Dodds purchased a supply of gas mask and used his fortune to develop a narcotic gas to force the truth from criminals. When justice was done he would leave a poem, as the calling card of the Sandman.

"There is no land beyond the law
Where tyrants rule with unshakable power!
'Tis but a dream from which the evil wake
To face their fate, their terrifying hour!"
