On the eve of World War II, Nazi spies stole a top-secret rocket pack. In their haste the thieves were pursued by the police for the crime of speeding. Making their way to a small airport the spies attempted to steal an airplane, but they were apprehended by the police. Unaware of the true crime the officers unknowingly left the spies' stolen bundle in the seat of a stunt plane.
After the spies were apprehended, Cliff Secord, the owner of the stunt plane discovered the rocket pack. Strapped for cash Secord designed to use the rocket pack in his stunt flying act, but his flamboyance attracted attention from agents on both sides of the law and forced him to become the hero known as the Rocketeer.
