Defense attorney Michael Hart defended some of the world's most notorious super-criminals. Despite his clients, Hart's good looks and style made him a media darling. After defending the Black Cat for the robbery of a mystical amulet - Hart fell in love with his professional witness on the paranormal Dr. Alice Dickinson. Dickinson later bought the amulet for Hart.

When Hart became a judge appointed to a special circuit dedicated to imprisoning superhuman criminals his reputation as having no mercy for crime was legendary.

One of the criminals that Hart sentenced was Phineas Mason, the Tinkerer, who bore him no grudge for him imprisonment - but instead wanted revenge for one of the criminals Hart defended who went on to murder Mason's adventurer son, the Agent. To disgrace Hart, the Tinkerer broke into his home seeking incriminating evidence but instead accidentally killed a startled Alice Dickinson. The frightened Tinkerer also killed Hart but out of remorse attempted to revive him using his advanced technology. Whether the Tinkerer's technology or the amulet's mystic powers had an affect is unknown, but Hart was transformed into a supernatural being of vengeance known as the Judge.
