Despite inheriting a vast fortune from his father, who died in World War I, Richard Jones chose a career in journalism. While investigating organized crime, Jones discovered that a childhood friend had turned to a life of crime after their friendship ended when he failed to standup for him. Jones's investigation lead him to a costume party at Columbia University where he was given a mask by a drunken partygoer. Donning the mask he found that it intimidated criminals who were pursuing him. Deciding to become the hero that he should have once been for his friend, Jones uses his athletic and academic skills to battle crime as the Phantom Reporter.
