After the apparent failure of the Captain Atom project with Air Force Captain Nathaniel Adam, the project leaders recruited a criminal psychotic named Clifford Zmeck.
Zmeck was shielded by double the amount of the alien alloy used on Adam, but he too was apparently destroyed by a hydrogen bomb. Zmeck like Adam was propelled into the future transforming him into a superhuman.
Zmeck was recruited by General Wade Eiling with the goal of fooling the public into believing he was a new superhero. This ruse was the catalyst for Zmeck's first confrontation with Captain Atom. Zmeck's psychosis causes him to sway from hero to villain but he always utilizes deadly and Major Force.
